This initiative involves a comprehensive range of services, including design, permitting, right-of-way acquisition, utility coordination, and construction document preparation. Key Facts About This Project Chris Buttermore, PE, is the project manager. He is Matthews | DCCM’s Transportation Lead and a Senior Project Manager. The ongoing improvements focus on bringing the Woodlawn Road corridor up to the County’s Major Collector standards.  This is being completed in a phased approach with the initial phase already completed. Among the notable enhancements was the addition of a pedestrian bridge/walkway over wetlands. The ongoing improvements focus on bringing the Woodlawn Road corridor up to the County’s Major Collector standards. These enhancements encompass lane widening, the addition of paved shoulders, installation of sidewalks for pedestrian safety, and vital upgrades to stormwater and utility systems. While the current phase of Woodlawn Road spanning from SR 16 to White House Boulevard is in design, Matthews | DCCM has previously undertaken engineering design services for a 1.5-mile section of roadway near Lewis Speedway. This particular stretch, designated as a Major Collector road in St. Johns County, faced challenges stemming from high traffic volume and an outdated roadway typical section. In addressing these challenges, our team’s scope of services included a myriad of improvements. This involved horizontal and vertical roadway realignment, the incorporation of turn lanes, and enhancements within the Woodlawn Planned Unit Development (north). Additionally, turn lanes were integrated into the Heritage Park subdivision (south). The comprehensive approach extended to signage and pavement markings, meticulous maintenance of traffic plans, stormwater management facilities, and seamless collaboration with regulatory agencies for permitting. Among the notable enhancements was the addition of a pedestrian bridge/walkway over wetlands, showcasing our team’s commitment to innovative solutions that not only improve road infrastructure but also consider ecological and community aspects. Matthews | DCCM’s involvement in the Woodlawn Road corridor improvements exemplifies our dedication to elevating transportation infrastructure standards. However, the lesser known but crucial aspects of this field are Surveying and Construction Engineering Inspection (CEI). These unsung heroes are instrumental in turning ambitious visions into reality by guaranteeing the safety, efficiency, and sustainability of monumental structures. The Foundation of Surveying Surveying is the art and science of measuring and mapping the Earth’s surface to facilitate construction and development. It involves precise measurements of distances, angles, elevations, and coordinates, among other aspects. Surveyors play a vital role in project planning, design, and execution. They are responsible for: Site Selection: Surveyors help determine the optimal location for a project by first determining property boundaries. Next by mapping the topography, tree locations, existing drainage structures, and or any permanent structures that lie within the said boundary of the parcel. Then by laying out any recorded easements, right of way(s), or any other various forms of “rights of use” that may be recorded in the public record. Lastly, locating any geological and environmental conditions that may affect the subject property or parcel. This ensures that structures are built both stable and suitable and are within the limits of the physical property (parcel) and legal boundaries and requirements. Precision Mapping: Accurate surveys create the foundation for project design, ensuring structures are positioned correctly and conform to regulatory requirements. These measurements provide the necessary data for architects and engineers to create blueprints. Construction Layout: Surveyors set up precise markers (staking) and guide construction teams to ensure that buildings and infrastructure are built according to plan within the legal requirements. This precision reduces errors and potential rework with costly teardown and rebuilds of structures. Monitoring Progress: Surveyors can continually monitor construction progress, making sure that projects adhere to the designed specifications and if any earthwork is affecting other areas of the project. This ongoing oversight guarantees quality control. Land Management: Beyond construction, surveyors also help manage land resources, by doing environmental surveying to monitor the effects of construction on any environmentally sensitive areas. The Eyes on the Ground: CEI in Civil Engineering While surveying lays the groundwork, Construction Engineering Inspection (CEI) serves as the eyes on the ground during construction. CEI professionals are the link between design and implementation. This includes: Quality Assurance: CEI professionals ensure that construction meets the highest quality standards and adheres to design specifications. This oversight minimizes errors and costly rework, enhancing project efficiency. Regulatory Compliance: CEI teams ensure that projects comply with local, state, and federal regulations, codes, and standards, guaranteeing the safety and sustainability of the finished structure. Cost Control: By monitoring the construction process, CEI experts identify potential cost-saving measures and prevent budget overruns, ultimately benefiting project stakeholders. Risk Management: CEI professionals help identify and mitigate risks, ensuring the safety of the construction site and its surrounding environment. Civil engineering projects tend to grab more attention, but it’s the fundamental work and oversight provided by these fields that underpin their success. The significance of these disciplines becomes even clearer when we consider the consequences of overlooking their importance: Safety Concerns: Neglecting surveying and CEI can lead to construction on unstable ground, non-compliance with safety standards, and inadequate quality control, putting lives at risk. Financial Implications: Errors during construction, non-compliance with regulations, and rework due to inaccuracies can result in massive financial losses for both public and private projects. Environmental Impact: A lack of proper surveying can lead to environmental damage, including soil erosion and habitat disruption. Long-Term Sustainability: By overlooking surveying and CEI, we jeopardize the long-term sustainability of projects. Structures may not withstand the test of time or may require expensive retrofits. Surveying and Construction Engineering Inspection (CEI) might not make the headlines, but they are the unsung heroes of civil engineering projects. They lay the foundation, ensure quality, compliance, and safety, and keep projects on track. As we acknowledge the achievements of civil engineering, it’s important to highlight the essential contributions of surveying and CEI. Matthews | DCCM Gives Back – Fall Recap Written by: Kristy Buttermore At Matthews | DCCM, we wholeheartedly embrace our responsibility to make a meaningful impact in our community. Our commitment to the community is a cornerstone of our firm, and we actively engage in philanthropic efforts to serve and support our local area. Throughout the autumn season, we had the privilege of participating in several exceptional events. Our October began with the APWA Northeast Florida Branch Scholarship Golf Tournament, which serves to raise funds for individuals pursuing careers in the public works field. Following this, we took part in the ASCE Topgolf Tournament, proudly returning as an Eagle-level sponsor for the second year. Our team, nicknamed the Matthews Masters, had an absolute blast at the event. Notably, the proceeds from this tournament help support STEM students by funding University of North Florida Engineering scholarships. On the first Saturday of October, we eagerly joined the annual Pink Up the Pace 5k event. Pink Up the Pace is an inspiring nonprofit organization dedicated to raising funds for diagnostic breast imaging services for individuals without adequate insurance coverage in St. Augustine and the surrounding areas. This remarkable organization not only aims to positively impact the lives of individuals facing breast cancer but also strives to raise public awareness about the importance of early detection. Furthermore, they provide unwavering support to survivors and their families. We are immensely proud of our ongoing support for Pink Up the Pace and the transformative work they do in our community. Next on our calendar was an event that holds a special place in our hearts. We had the honor of once again supporting the Davidson Cares Jim Davidson’s Annual Clay Day, an event that champions numerous exceptional charities in our community and beyond. Beneficiaries include St. Augustine Youth Services (SAYS), Investing in Kids (INK!), Builders Care, St. Francis House & Port in the Storm, Hope is Restored, Homes for HOPE, and Five Star Veterans Center. As always, our team had a fantastic time. As Halloween drew near, we had the opportunity to give back through a variety of festive events. We continued our sponsorship of Sheriff Hardwick’s Haunted Jail, an exhilarating experience that brings the community together through a chilling haunted house and a kids’ zone with a bounce house, face painting, and an outdoor movie. INK!’s annual Jailbreak 5k invited runners to make a thrilling escape from the Old Town Jail to Vilano Beach, celebrating their journey through downtown St. Augustine. The 4th annual Palencia Witches Ride for Childhood Illnesses took flight, raising funds to support Dreams Come True of Jacksonville, a wish-granting program where 100% of all donations go directly toward fulfilling dreams. We concluded October by launching our annual food drive, gathering non-perishable items for Pie in the Sky Community Alliance, an organization supporting low-income seniors with food and essential item deliveries directly to their homes. We kicked off November as first-time sponsors of the ULI North Florida Annual Clay Shoot, focused on shaping the future of the built environment for global community impact. On that same evening, we were honored to sponsor and attend the Alpha-Omega Miracle Home Blue Jean Bash & Benefit. Alpha-Omega’s exceptional work has been a lifeline for countless women and children in our community facing nowhere else to turn. We’re privileged to provide site design, architectural plans, and permitting for their new 7-acre campus, which includes offices, resident housing, and a multi-purpose building. The Blue Jean Bash & Benefit raises crucial funds for the campus construction and their life-changing programs. We extend our heartfelt appreciation to all of our teammates who actively participated in these events, embodying the spirit of community that is deeply cherished at Matthews | DCCM.
