Anastasia Mosquito Control District

Anastasia Mosquito Control District​ St. Augustine, Florida Matthews | DCCM provided conceptual site design and full civil engineering for the new Anastasia Mosquito Control District (AMCD) base station. Phase 1 included an office, classroom, building maintenance and chemical storage facilities, and fueling site. Phase 2 included a student housing facility, multiple laboratory facilities, two greenhouses, environmentally controlled poultry facility for rearing disease sentinels, a heliport with associated hangar and fueling facility. After the completion of both phases, Matthews | DCCM was contractedto prepare a concept plan for a new Education Center and Museum, which incorporates the proposed building and amenities into the existing site improvements. Designs were provided for parking, sidewalks and required access to the facility, student housing facility, multiple laboratory facilities, two greenhouses, a heliport, and hangar. Code minimum landscape and irrigation plans ensured easy maintenance. Seating areas and additional enhancements, such as educational plantings, were included to compliment the center’s purpose. Construction administration and permitting services were provided for all phases. Permits were obtained with St. Johns County, SJRWMD, and FDEP.

Northeast Florida Regional Airport

Northeast Florida Regional Airport St. Augustine, Florida Matthews | DCCM provided construction inspection services for various projects: Spoil Island Removal: Project involved the removal and hauling of fill material from a dredge spoil island located near the airport. Project included the design and later removal of a temporary road with minimum impact to sensitive wetlands. Taxiway B Construction: Project involved removal of large amounts of unsuitable material; and installation of mass stabilization, stormwater collection, and conveyance systems. These systems included geo-grids, geo-fabrics, and geofoam. South General Aviation Hangar: Provided plan QA/QC, permitting support, and construction inspection services for new hangar, offices, and conference center at NFRA. This project was completed in 2010 Airport Rescue and Fire Fighting Facility: Provided plan QA/QC and permitting support for the NFRA-ARFF. Since work was adjacent to active runways, constant coordination with air and surface control was required.  Engineering services also included weekly and storm event erosion control inspections.
